The Impact of New Product Safety Legislation in Canada on the JP Industry


The Juvenile Product Manufacturers Association (www.jpma.org) continues to monitor the Canadian Consumer Product Safety Act (CCPSA) Bill C-6, and its potential for historic impact on the juvenile products manufacturing/distribution community. JPMA has been monitoring activity via a coalition of other trade associations including the Canadian Toy Association, the Canadian Association of Importers & Exporters, the Canadian Federation of Independent Businesses, and a host of other similar organizations.


The legislative effort was reintroduced into Canada’s 40th Parliament - 3rd session - that began on March 2, 2010. The bill was initially introduced into government on January 29, 2009 with the intent of replacing Part 1 of the Hazardous Products Act. The purpose of having a new mandatory requirement was to modernize and strengthen product safety laws by overhauling existing rules to further protect the health and safety of Canadians. The current product-specific regulations (e.g., consumer chemicals, toys, cribs) under the Hazardous Products Act (HPA) would continue to be in effect under the new Act and new product-specific regulations, as required, would be introduced under the new Act as necessary to address product-specific hazards.
